His Highness, Crown Prince Mohammed bin Salman – may God protect him – announced the development of the system of specialized legislation in the Kingdom of Saudi Arabia by introducing and reforming legislation aimed at guaranteeing the rights of citizens and residents and taking care of their interests in the Kingdom.
The development of the specialized legislation system came as a result of the absence of clear and specific legislative texts regulating many transactions such as personal status cases, civil transactions, penal penalties, and methods of establishing disputed rights. This led to the absence of a clear legal framework for these transactions that governs the obligations and rights of individuals and institutions, which led to the different provisions of these transactions leading to the length of time for litigation before the courts.
Therefore, the process of developing the system of specialized legislation includes the preparation of a draft personal status system, a draft civil transactions system, a draft penal system for criminal penalties, and a draft evidence system, which was explained by His Highness the Crown Prince in his statement: It will be referred to the Council of Ministers for study and review in accordance with the legislative foundations, taking into account Preparing it in accordance with the latest legal trends and modern international judicial practices in a way that does not contradict the provisions of Sharia, as a prelude to that. Referring it to the Shura Council, then issuing it successively in accordance with the legal principles followed during this year 1442 AH, God willing.
